According to the Population Living Standards Survey 2021 (KSMS 2021), if considering 63 provinces and cities across the country, the 10 localities with the smallest gap between rich and poor are Binh Thuan, Nam Dinh, Thai Binh, Bac Lieu, Binh Duong, Thanh Hoa, Hai Phong, Ho Chi Minh City, Quang Ninh, Dong Thap.
The 10 localities with the largest gap between rich and poor are Cao Bang, Lai Chau, Bac Kan, Son La, Gia Lai, Quang Tri, Dien Bien, Lao Cai, Ha Giang, and Dak Nong.
Most localities with large rich-poor disparities often have relatively low incomes compared to the national average. Dien Bien is the province with the lowest income in the country. Coming in second after Dien Bien is Son La.
The survey also shows that, In 2021, the region with the highest per capita income is the Southeast region (5,794 thousand VND/person/month) and the lowest is the Northern Midlands and Mountains (2,837 thousand VND) VND/person/month).

Vietnam’s GINI coefficient (by income) in 2021 is 0.374, unchanged from 2020 (0.373) and still at the average inequality level. The level of inequality in income distribution is higher in rural areas than in urban areas.
The two regions with high poverty rates, the Northern Midlands and Mountains and the Central Highlands, are the regions with the highest GINI coefficients (0.428 and 0.418, respectively), and the Southeast has the lowest GINI coefficients (0.322).
The richest group of households (the group consisting of the richest 20% of the population – group 5) has an average income of 9,184,000 VND per person per month, which is 8 times higher than that of the poorest group (the group consisting of the poorest 20% of the population).
The average monthly income per person in 2021 at current prices will reach 4,205 thousand VND, down 1.1% compared to 2020. The average income per person per month in 2021 in urban areas will reach 5,388 thousand VND, which is nearly 1.5 times higher than in rural areas (3,486 thousand VND).
Before 2019, per capita income continued to increase, but after 2019 due to the negative impact of the Covid-19 pandemic, income tends to decrease gradually. The rate of income decline in urban areas is higher than in rural areas. Compared to 2020, the average income per person per month in 2021 in urban areas decreased by 3.6%, while the average income per person per month in rural areas did not change significantly.
KSMS 2021 is a sampling survey to collect information to synthesize and compile national statistical indicators on household living standards, to meet the needs of statistical data for all levels and sectors to evaluate. living standards, poverty status, and the rich-poor divide of the population in the direction of a multi-dimensional approach.
KSMS 2021 is conducted in 63 provinces and cities directly under the Central Government, including 47,000 households representing the whole country, urban and rural areas, 6 geographical regions, and provinces/cities directly under the Central Government. KSMS 2021 uses the direct interview method to collect information to calculate indicators of multidimensional poverty, income, and a number of other related indicators.
