The United States has said it continues to place Pakistan among “Counties of Particular Concern” (CPC) for violations of its peoples’ religious freedom because “a lot of their actions are done by the government.”

While India has never been designated despite Islamabad’s propaganda, this is the second year (2019-2020) in a row that Pakistan is designated CPC for curbing religious freedom of its citizens. It had been designated in 2018-19 as well as a “country of particular concern” for engaging in or tolerating “systematic, ongoing, [and] egregious” religious freedom violations. Before that, Pakistan had been on a less serious “watch list.” This designation had come precisely a year earlier, on December 10, 2019. So, it is a long record.

Five months later, Michael Kugelman, deputy director of the Asia Program and senior associate for South Asia at the Woodrow Wilson International Center for Scholars in Washington, called it “a reputational blow for Islamabad.”

The larger issue, however, is a serious lack of credibility about Pakistan in the world community. With a long record of curbing minorities, including minority Muslim groups, it has a lot to explain, but remains in denial.

A nation that complains of Islamophobia around the world has had no answer to the curbs on and killing by majority Sunnis of Shias, Hazaras, Ahmedis, besides Hindus and Christians. For that matter, why Sunnis engage in competitive strife as happens between members of the Barelvi and the Deobandi schools of Islam.

Similar is Pakistan’s role in fomenting militancy and terrorism in the region, using domestic and foreign militants as ‘assets’. It calls them “non-state actors” but has nurtured and exported them. Besides fighting in the Islamic State (IS) ranks in Syria and Iraq, the latest instance is that of these mercenary fighters involved in Armenia versus Azherbijan. None of these have remained secret, despite denials by Pakistani Foreign Office.

Pakistan’s credibility crisis worsened after Al Qaida leader Osama bin Laden, whom its military ruler Pervez Musharraf once pronounced ‘dead’, was located and eliminated in Abbottabad in 2011.

In the latest plea before its Supreme Court, the Pakistan Government is arguing that the 2002 killing of Wall Street Journal reporter Daniel Pearl was “connected to international terrorism.” It is defending the reduced sentence of Sheikh Mohammed and others who have been convicted and sentenced to be hanged.

Pakistan has conjured up a narrative that it is a ‘victim’ of terrorism and has lost 83,000 of its citizens to it.
However, writing in Dawn (December 1, 2020), British journalist Owen Bennett-Jones says: “The claims that, in fact, Pakistan does not support militants have faced a couple of problems. First everyone now realises that the much proclaimed arrests of militant leaders are invariably followed by their quietly being released. And then, from time to time, people such as Gen Musharraf, let the cat of the bag by saying Pakistan does support some militant groups.”

When its own media and its friendly foreign writers say these things, it is difficult to add or comment on Pakistan’s record, either on its religious minorities or on terrorism.

A new map has revealed the countries with the highest security risks for 2021.

Libya, Syria and Afghanistan are among the most dangerous, according to global medical and security specialists International SOS, which has assigned destinations one of five risk categories based on the threat posed by political violence (including terrorism, insurgency, politically motivated unrest and war), social unrest (including sectarian, communal and ethnic violence) and violent and petty crime.

The robustness of the transport infrastructure, the state of industrial relations, the effectiveness of the security and emergency services and the country’s susceptibility to natural disasters were also taken into account when rating each country.

The lowest risk level, “Insignificant”, was only awarded to seven countries, all in Europe: Iceland, Denmark (and the autonomous territory of Greenland), Norway, Finland, Switzerland, Slovenia and Luxembourg.

Along with most of Europe, the UK is rated as “Low” risk, as are the US, Canada and Australia, among others.

Countries that have been given the highest risk warning, “Extreme”, are mainly located in Africa or the Middle East.

There are 14 “Extreme” risk destinations in total: Afghanistan, Yemen, Syria, Libya, Mali, Somalia, South Sudan and the Central African Republic, along with parts of Nigeria, the Democratic Republic of the Congo, Ukraine, Pakistan, Iraq and Egypt.

Regions have been classified as a different category to the rest of the country where the risks faced are different from the country’s “overall risk environment”, usually necessitating a different level of preparation, according to International SOS.

The definition of an “Extreme” security risk country is: “Government control and law and order may be minimal or non-existent across large areas. Serious threat of violent attacks by armed groups targeting travellers and international assignees. Government and transport services are barely functional. Large parts of the country are inaccessible to foreigners.”

More than 55 per cent of countries in Africa are now fully or partially in the “high” or “extreme” security risk level after increases in militancy or insurgency.

The map also assesses countries’ medical risk pre-pandemic, with the UK, Western Europe, the US, Canada and South Africa among the places identified as carrying the lowest risk.

Very high risk countries include Venezuela, Niger, Libya, Somalia, South Sudan, Eritrea, Yemen, Burkina Faso, Guinea, Syria, Afghanistan and Iraq.

The pre-pandemic medical risk ratings are based on a range of health risks and mitigating factors, including infectious disease; burden environmental factors; medical evacuation data; road trauma data; standard of emergency medical services; outpatient and inpatient medical care; access to quality pharmaceutical supplies; and cultural, language or administrative barriers.

Post-pandemic, an assessment of how much Covid-19 is affecting business operations saw just a handful of places categorised as “Very Low” risk: Tanzania, New Zealand, Nicaragua and Svalbard.

Meanwhile, only one country, Georgia, was designated the highest risk rating.

India to resume domestic flights in “calibrated manner” starting Monday

India’s domestic flight operations will resume next Monday “in a calibrated manner,” the country’s Civil Aviation Minister announced today.

All airports and air carriers are being informed to be ready for operations from May 25, minister Hardeep Singh Puri tweeted on Wednesday.

The operating procedures for passenger movements will be issued separately, he said.

Some context: Domestic flights in India were grounded in late March, when the country went into its first phase of coronavirus lockdown.

Meanwhile, a day after India passed 100,000 coronavirus cases nationwide, it has once again recorded its highest single-day jump with 5,611 positive cases today.

More than 2.5 million tests have so far been carried out in India, according to an announcement by the Indian Council of Medical Research.

While many of the world’s predicted travel trends are likely to change after the Covid-19 pandemic, there is one which is likely to become even more important: embracing slower modes of transport.

In a global survey published late in 2019, 48% of respondents prioritized slower travel in order to reduce their environmental impact, while nearly two thirds favored the opportunities it provides to truly soak up the atmosphere of a place.

As Vietnam prepares to welcome back tourists, it is ideally placed for those travelers who are in search of environmentally friendly adventures and love the access to stunning scenery which two wheels can often provide. So, what do you need to know before exploring Vietnam by bicycle?

Before you get in the saddle

Studies have shown that today’s millennials prefer cheaper, more eco-friendly modes of transport, such as electric scooters or bicycles. But with the desire to spend less on your wheels comes the competing need to be able to take care of it, especially if you’re planning to go off the beaten track. Vietnam’s humid conditions can cause your bike’s mechanical components to rust more quickly, and if you’re riding in seaside areas, the salt water can also cause damage to your bike chain if left to settle for too long.

To make sure things always run smoothly, ensure that you keep your bike chain clean and lubricated, as well as regularly check your brakes. A simple old toothbrush, dry cloth and some lubricant can work wonders. If you don’t have your own bike, many of the local bike tours will happily lend you one, and in Ho Chi Minh City plans are well underway for public bicycle rental, but being able to check it’s in good working condition before you set off is always a wise move.

Head for the beaches

Since most of the cities are buzzing with motorbikes (they account for 93% of motorized vehicles in Vietnam), you may feel more confident exploring beach side towns and quieter areas first.  The Mekong Delta and Central Vietnam areas are home to many brilliant bicycle tours if you prefer a guide and a mapped out route, or you can go it alone.  Towns such as Hoi An with its French colonial buildings, Japanese Covered Bridge and Vietnamese tube houses are welcoming to cyclists, as is Hue with its impressive 19th century citadel, Imperial City and Forbidden Purple City.

Beat the heat

One thing to be particularly mindful of when cycling in Vietnam is the temperatures you may experience. The country is vast and varies from region to region, but in the Central Vietnamese areas mentioned above, temperatures can reach the mid-30℃s between mid-January and late August, so if you are planning to cycle during this kind of weather, be sure to wear sunscreen, drink plenty of water, and stop regularly for breaks. Ideally, start your journeys early in the morning so that you can rest for the hotter parts of the day. Despite the heat, it’s also important to wear a helmet and keep a charged phone with you in case of emergency.

Singapore reported 447 new COVID-19 cases as of noon on Saturday (May 2), bringing the national tally to 17,548.

The vast majority of the new cases are work permit holders residing in foreign worker dormitories, the Ministry of Health (MOH) said in its daily update of preliminary figures.

Four cases are Singaporeans or permanent residents.

On Saturday, the multi-ministry task force dealing with the COVID-19 outbreak in Singapore announced the easing of some circuit breaker measures, with selected services and businesses allowed to resume this month.

Traditional Chinese medicine practitioners can begin to offer acupuncture services for pain management from May 5. 

Home-based food businesses, selected food retail outlets, and food manufacturing firms will be among those that will be able to resume operations from May 12, National Development Minister Lawrence Wong said at a press conference.

Some students will be allowed to return to school from May 19 for face-to-face lessons. These will include those who are taking national exams or those in need of additional help.

Even as the easing of the circuit breaker measures was announced, Health Minister Gan Kim Yong cautioned that Singapore was “not out of the woods yet”.

“New clusters may form if we let our guards down. We must press on with our efforts, so that we continue to keep the numbers low,” he said.

Leaders from eight South Asian countries are calling for closer cooperation to cope with the new coronavirus pandemic.

The countries that form the South Asian Association for Regional Cooperation – India, Pakistan, Afghanistan, Sri Lanka, Bangladesh, Bhutan, Nepal and the Maldives – held a video conference on Sunday.

Indian Prime Minister Narendra Modi proposed setting up an emergency fund to fight the coronavirus in the region and pledged an initial 10 million dollars.

So far, the countries have been spared the worst of the pandemic, with all eight seeing a combined 171 cases as of Sunday, according to the World Health Organization.

But there are fears that could change.

Afghan President Ashraf Ghani said his main concern was his country’s open border with Iran which is dealing with one of the world’s largest outbreaks.

Another pressing issue is the impact to the region’s economy.

Sri Lanka President Gotabaya Rajapaksa and Maldivian President Ibrahim Mohamed Solih said they were worried about a drop in tourism, a main industry for both of their countries.
