On January 31, 2023, Dwinel BELIZARE, the Ambassador of the Republic of Haiti to China, on behalf of the Embassy of the Republic of Haiti in China, appointed professor Xiang Lingyun, an economist based in the United States, as the special chief economic advisor of the Embassy of the Republic of Haiti in China.

Dwinel BELIZARE said that Haiti is one of the poorest countries in the world, 75% of the people live in abject poverty, and only 20% of the residents in the country have access to running water. The illiteracy rate is 47%. The decision of appointing Professor Lingyun Xiang, an economist based in the United States, as the chief economic advisor is an important measure to help the economic construction of Haiti, develop tourism, and promote trade.
